ATTENTION! CERTIFICATION TO RECEIVE LOCKSMITHING TOOLS

By placing an order from the Foley-Belsaw Locksmithing Catalog and/or Webstore, you certify that you are eligible, pursuant to 39 USC 30 Sec. 3002a to receive locksmithing devices though the mail. To qualify, you must belong in one or more of the following categories:

  • A bona fide locksmith. 
  • A lock distributor or manufacturer. 
  • A bona fide repossessor. 
  • A motor vehicle dealer or manufacturer. 
  • A bona fide law enforcement officer or purchasing agent for such agency. 
  • A registered student of a locksmith school (send copy of enrollment document). 
  • Outside the United States of America.
  • Purchasing non-entry tool such as training material, locks, lock parts, pin kits.

YOU MUST BE AT LEAST 18 YEARS OF AGE TO ORDER! It is the sole responsibility of the buyer (not Foley-Belsaw, its employees, or owners) to ascertain and obey all applicable Federal, State, and Local Laws regarding possession and use of item(s) sold herein. Consult your Federal, State, and Local Laws before ordering. By placing an order the buyer certifies that; he or she is of legal age; and that the item(s) will be used only in a lawful manner. Foley-Belsaw assumes no liability associated with product usage. The buyer is liable and responsible for any loss, damage or expense of any kind, arising from the use or misuse of any item sold herein. Furthermore, by placing an order the buyer certifies that Foley-Belsaw will be acting in a lawful manner as described under U.S.C. Title 39 Section 3002a when mailing “locksmithing devices” to the buyer, i.e. buyer certifies that he/she/it is one or more of the following: a bona fide locksmith, lock distributor, bona fide repossessor, motor vehicle dealer, lock manufacturer, or a motor vehicle manufacturer. Foley-Belsaw will not deliver any locksmithing device through the mail to a person who cannot certify that he/she/it falls into one of the aforementioned categories.

California Penal Code 466.1. Any person who knowingly and willfully sells or provides a lock pick, a tension bar, a lock pick gun, a tubular lock pick, or a floor-safe door puller, to another, whether or not for compensation, shall obtain the name, address, telephone number, if any, date of birth, and driver’s license number or identification number, if any, of the person to whom the device is sold or provided. This information, together with the date the device was sold or provided and the signature of the person to whom the device was sold or provided, shall be set forth on a bill of sale or receipt. A copy of each bill of sale or receipt shall be retained for one year and shall be open to inspection by any peace officer during business hours. Any person who violates any provision of this section is guilty of a misdemeanor.
